yes, this is a typical case for the Profile Editor. There you can set any delay for almost anything. Have a look in the manual. There are some good examples. In the German manual its chapter 10.3.4. I think in the English manual it should be some there around.

In this example (BL45A>BL51) the tour will be selected and the signal will be set to green. After 30 seconds the train will move. Is this what you mean? Of course this also can you program in the Profil-Editor, what Stefan said.
